Completely do away with the current IRS Code. Go to a Flat Tax or Fair Tax so everyone in the nation pays on an equal basis. This will eliminate the government's use of taxes to change people's behavior concerning spending...let the free market work that out...and it keeps politicians from using it as a carrot stick for voters.
