Include Children with Disabilities in Regular Schools

Goal: Every child shall receive such individualized special education and related services as he or she needs (as determined by the child’s family, teachers, and related service personnel) within an accessible regular school environment as will enable him or her to function as an adult with the maximum degree of productivity and independence possible. Toward this end, we will:
a. Support the full participation of children and youth with disabilities in the nation’s schools with the same expectations for high achievement as other students (the full application of the goals of the Individuals with Disabilities Education Act: IDEA, originally signed into law by President Gerald Ford).
b. Strengthen Federal efforts to provide support for personnel preparation efforts that are based on approaches and methods of instruction regarded as “state of the art” within the context of regular school environments.
c. Work with Congress to achieve long-awaited Federal fiscal integrity in supporting the IDEA with the promised figure of 40% of the excess costs for its implementation.
